Basically you just need to launch [WindowsFolder]hh.exe with your CHM
as a parameter, rather than trying to launch the CHM itself.

A Custom Action must point to a DLL/EXE/VBScript or Jscript.
If the file must be in the MSI itself you cannot run it using a
VBScript/DLL/EXE
