No. Feature states are valid only after CostFinalize. LaunchConditions
is before that and it's not clear you should change
What are some good resources for understanding how Features work? Every time I
try to read through the Windows Installer documentation I get a headache and
feel more confused than when I began… or at least I feel that way as it relates
