The engine bases the action off of the requested state, there's no way to
set the action state. There is no way to modify the requested state of
packages from IBootstrapperBAFunction today.

Probably all you need to do is set XxxPackage/@InstallCondiditons so that
both packages are installed or uninstalled as a pair with the ExePackage
before the MsiPackage in the chain.

It occurs to me that I don't want to change the ExePackage's request state.
Rather I want to change it's action state to the same action state selected
for the MsiPackage.
Is there a way to get and set package action state?
