InstEd (http://www.instedit.com/) does a good job here. Diff functionality
is not obvious at first glance: Open first MSI (or MSM) directly and then
Transform -> Compare against... . In File Name dialog then set the filter
to "All files" instead of *.msi and open the second MSI (or MSM).

Just tried it out. Yes, WiDiffDb.vbs prints out line-by-line the differences
between two MSIs/MSMs.
