It's used to fix up short paths written by self-reg, so yeah, still
necessary unless we can kill off all code written in the 90s.

I've created a project that uses heat to harvest files from a
directory that ideally will be located on a share. I have got this
working great on my local machine but when it builds on TFS I get a
strange error.
heat.exe : error HEAT0001 : Failed to get short path name
Exception Type: System.
