You have to overwrite the default WiX dialog e.g. in WixUI_InstallDir
with a modified LicenseAgreementDlg.wxs:
1.) get the WiX Source code
2.) from there add copies from
src\ext\UIExtension\wixlib\WixUI_InstallDir.wxs +
LicenseAgreementDlg.wxs to your solution renamed as
MyLicenseAgreementDlg.wx
