Not guidelines, but an example is the source for the WiX installer itself.

Hey Jonathan,
In terms of WiX there is wixcop.exe which will format and convert WiX source
for you. On the MSI side, I would imagine if you are following Component
rules and passing ICE you are on a good start.
Others may know more about what is out there.
