OK, ignore this. Turns out the MSI being distributed was not the same one
that I had built.
All is good with the world again.

I am using Wix 3.8 and would like to specify a PNG as the SourceFile in an
Icon element for use in Desktop, StartMenu short cuts and the Add/Remove
