source/toolset, the resulting MSI won't start at all. It gives error 1620 on

I found that they need to be installed to separate directories. We
install two drivers in this way.
For example, install one to C:\Program Files\MyApp\Driver1 and the other
to C:\Program Files\MyApp\Driver2, or we actually install one as a
subdirectory of the other.

Basically, I just unlink the LicenseAgreementDlg, and then I added back
in the WaitForCostingDlg that was triggered on the Next in the license
dialog box (not sure if that is necessary).

and confirmed that it is a bug in Windows 7. The fix won't make it into
the RTM but should be in "a Windows Update coming soon".

build (v3.0.5301.0) includes a fix by BobArnso that upgrades to DIFxApp
2.1.1 from WDK v6001.18002, and I understand that this version of
DIFxApp includes Win2K8 support.
So, you can probably update to the latest weekly build of
engine.
