Have you tried using the built in WIX action of WixCA? You can set a property
with the command you wish to run and then schedule it later. From the WIX Help.

of a patched MSI in Orca by first opening the MSI then
using one of the menu items called "View Patch", if I remember rightly.
You could also extract the embedded transforms from the msp and look at those
but that's a little more work.

Just curious here but why not use the RemoveFile element within the component
that initially installed the file or do you not own this file?
Also, AFAIK If you remove all files in the fashion above that directory will be
removed as well.
