Using 3.0.2420, no matter what I do, the license.rtf file is ignored and
the Common Public License text is used. I've removed the License Dialog
from the UI completely for the time being, but is this a known issue or
am I missing something or what?

Well, I suppressed them and the installer works!
Since this was quite troublesome, and involves a fairly common merge
module, it occurs to me that I could share the wxs file with the
community at large. Is there an obvious place where I could upload it?

I've built an MSI package using the stable 2.0 release of WiX, and it
works fine on Windows 2000 and XP, but when I run it on Vista, it shows
"file12" in the title of the dialogs, and gives an error message saying
"A network error occurred while attempting to read from the file
C:\WiX\Product.msi".
