Ok. Now profile (run) the program under depends.exe on the machine having
problems. Compare that to a run on a working machines and I bet you find what
you need.

This will install the package for all users and all the admins can see it in
add/remove then. Your package thinks it's user specific, when clearly it's not.

This is really simple. You just supply the parameters (that match properties in
the MSI) on the command line.
myInstall.msi DOMAINACCOUNT=domain\user PASSWORD=password
Be sure to include conditions in your msi to fail the install if required
