Maybe it's the app compat filter driver redirecting you to ProgramData and
you're not actually in ProgramFilesFolder.

Yes I have successfully installed to Win7 and Win8 without having to make any
changes to the installer.

The Windows Installer does not and the .NET Framework does not. So nothing in
the WiX toolset does because it wouldn't work even if we did.
