[WiX-users] Burn - how to detect if .net framework is installed

Hello, I am working on a bootstrapper that installs Windows Installer 3.1, .Net 3.5 and my programs msi. Detecting the .Net level is straight forward for the msi package, however, I cannot seem to make it work in the burn wxs file. I am unable to specify PropertyRef except under a fragment node.
