Yes, you can't access session details from a deferred custom action. You can,
however, read the CustomActionData value. You set this up in an immediate
action where the property name is the Id of the deferred action. There's a
great example of this in the Wix docs. Look up the "Quiet Executio

issues. I can confirm they are fixed in the latest 3.5.1630.0.
I'm very happy to be back on the regular build again. Building Wix from source

I don't get any ICE validation errors or warnings out of the build. Is
there some other validation I could/should
In case anyone else runs into this problem, the ID in my Upgrade element
didn't match the UpgradeCode. It isn't clear in the example in the help
that these need to be the same GUID. Of course when I read the doc for the
Upgrade element, that made it clear.

You are definitely the person to talk to then. Marking a property as
"Secure" seems to have nothing to do with deferred custom actions, as you
say. Doing so will still get you the "Cannot access session details from a
non-immediate custom action". We'd always used CustomActionData to pass
