I'm proud to announce the release of Wireshark 3.5.0.
This is an experimental release intended to test new features for
Wireshark 3.6.

Sorry, I forgot to give the merge request.
It is for MR 3976, a few weeks ago I submitted the same fix (MR: 3863) but I
did close it because of the same issue and created the new request but the same
thing happened.

I will update the gsm_sim dissector for my needs for now, merging these two
looks like a complex and time consuming task.

You don't appear to be following the current Developers Guide steps for
building Wireshark. While it's not the only approach that will work, it is
known to work.
A couple of things jump out to me:
1. Cygwin. Building wireshark does not need Cygwin, and in the past it
