Try a 13.3-RC1 once it is out. 13.3-BETA3 was too early for some bug fixes.
Or the Feb 22 14.0-STABLE snapshot image maybe:

no freebsd-update for stable; indeed. You'd have to wait for 14.1 or
alternatively 13.3-R which is due soon. or you need to manually track stable
for a while.
