For WLM Brasil (and then Portugal) I set up Template:MonumentID, which
uses the Wikidata QID as the identifier to pull in information about the
monument, and also checks for image availability on Wikidata, putting
ones without them into these categories:

That is extremely useful. There is also this category which may be useful:
https://commons.wikimedia.org/wiki/Category:Potential_image_for_Wikidata_item
When the images were uploaded, the associated Wikidata item didn't have an
image but may do by now.
