We are just about to cut the last maintenance release of 19.08 in prep for the
next LTS 20.09.
That is today’s master. So you might be much better off testing with that, as
by your messages seems like you are just testing the waters ...

The patch doesn't address the issue. I don't see traffic going to ABF feature
if we have Out NAT enabled on the same interface.
