As discussed in today's VPP Community meeting, the next VPP release will
be 19.08 (exact release milestones TBD). Since the next 4 month cycle
would fall in December (when a large percentage of the community is on
holiday at the end of the month), it was decided to make the release

There has been a request to change the VPP release cadence from 4 times
a year to 3 times a year.
As a part of tomorrow's VPP 19.04 RC1 Milestone, I will be applying the
label for the next release on master. Unless there are any objections,
I will be applying the tag "v19.08-rc0" to
