i made more test qemu2.11 on centos 7.4 and qemu2.11 on ubuntu 18.04 beta. both
found no issue.
so it's caused by some bug in qemu vhost. not vpp issue

i had validated no packet send from guest via tshark (like tcpdump).
guest is ubuntu 16.04
qemu command : ( connect the guest console via vncviewer )
