[vpp-dev] Change in VPP Release cadence

Folks, There has been a request to change the VPP release cadence from 4 times a year to 3 times a year. As a part of tomorrow's VPP 19.04 RC1 Milestone, I will be applying the label for the next release on master.  Unless there are any objections, I will be applying the tag "v19.08-rc0" to
