I have an application where I need to remote print using VNC. Is this
possible? I need to run a program on the remote printer and print it
locally. Is this possible? Any help or pointers would be appreciated.

To get to a specific local IP, the router must support port forwarding. You
must then configure the router to forward from whatever port you are using
for VNC. The default is 5900.
