Each client accessing the server must indicate a different display
number.
i.e. computername:0
computername:1
computername:2
If all clients try connecting to display :0 they will keep kicking each
other out.

Try Shift-Ctrl-Alt-Del or right click on the WinVNC title bar and select
'Send Ctrl-Alt-Del' from there.

Have you tried using the IP address instead of the machine name in the
vncviewer?
If you have a Win98 machine on a Win2000 domain controller there are
several network resources that you wont have access to unless configured
properly, DNS may not be resolving the hostname/machinename from the
Win98
