Gary,
The "F8 Menu" has been introduced to VNC Viewer for Windows as of version 4.
It's roughly equivalent to the extended System Menu available in the VNC
Viewer 3.x series.

Hm, OK. I wasn't sure how stable the beta was so I just went
with 3.3.7. I'll pick

Regarding your scrolling issue, you might wish to try VNC Viewer 4b4, which
has rate-limited bump-scrolling. The next VNC Viewer release will include
toggle-able Alt and Ctrl menu items in the F8 Menu.

BTW I should have mentioned I did figure out the "Alt-Down / Alt-
Up" options on the title bar menu. However,
