A few things...
I assume that since you built it, the XP firewall was opened for the
incoming port (5900 as default)...
However, the port could be blocked by:
a) Any router/switch the XP host is attached to
b) The Hughes 'modem' does not allow incoming IP connections
c) Hughes itself is blocking

The definition of Windows error 10061 is "Connection refused". It indicates
that there *is* a computer on the IP address you connected to, but that it
isn't running any service (VNC or otherwise) on the specified port. That most
commonly means that VNC isn't running, or that the IP addre

Possibly need to open ports 5800 and 5900 in the router?? I'm guessing your
router allows outbound connections on any port to have data come back in,
but you probably don't have ports 5800 and 5900 open on the router. In any
case, I'm not a big fan of leaving VNC ports open on the router myself. I
Your ip connection filter looks good but perhaps try changing it to
0.0.0.0/0.0.0.0 temporarily for testing. If this fails then also try
the following:
Uninstall
Delete the registry key HKEY_LOCAL_MACHINE\SOFTWARE\RealVNC\WinVNC4

the connection refused message tells me that:
1.) there is no firewall blocking port 5900, a firewall would silently
drop the packets.
2.) the VNC server is not listening, most likely not started.
another possibility comes up if your host is behind a NAT router. while
technically not a firewall,
