Do you know if this happens with a host running 13.1-R ? I am seeing a Linux
guest which causes bhyve errors on -current but not on 13.1

that lead me to the issue
the ISO path is NOT a full path from /zroot/vm-bhyve/.iso/talos-amd64.iso
instead I had to use ../.iso/talos-amd64.iso
now trying to debug the install :)

To get OpenBSD to work, you need:
hostbridge="amd"
in the .conf file. Not sure if that is related here but something else to try.
Is it trying to do some video initialisation? Maybe try using the VNC
