why not using rotor plugin? Rotor 0.1.4 mh 1.2 has this feature:

I tested reelchannelscan on my vdr-1.7.15 and had problems
with it.
It crashs when using it with empty channels.conf, because it need a
tuned channel before scanning.
When started with an empty channels.conf there is no channel tuned and
the plugin gets no valid initial channel data.
