Check if your DVB card is recognized correctly by system:
- check /dev/dvb
- see dmesg | grep -i dvb
Also, you can use command femon to see if the signal level is ok.
I use following command to scan:
scan -o vdr -p -x 0 0130.ini > channels.conf
