If you are doing it via PHP you can follow these notes :

You need to make sure you granted the appropriate permissions in the
database
eg
GRANT select,insert,update,delete,create,drop ON vpopmail.*
TO [EMAIL PROTECTED] IDENTIFIED BY 'vpoppasswd';
Also make sure you dont have ipchains/iptables blocking the mysql port
