what command line you used to launch the cross-compiler? How about the gn
args?

well, thank you, now my understanding is that the problem was with
Subversion(svn) for it doesn't go into existing directories,
have successfully built v8\build\Debug\v8.dll
from v8\tools\gyp\v8.sln

was just to download the GUI git for windows and then clone the project
from github.com
