All I was requesting was that the URL be turned into a reference. It looks
like there is a solid enough reference in Rob's mail for an Informative
reference, which is all this needs.

clarity in mailing list communications.
We rely on ICANN for "Assigned Names and Numbers", so I think it is
perfectly fine to cite their board resolution here (either URL works for
