draft,
and a number of people indicated that they are ready to review it.
The draft is adopted. Authors, please re-submit it with "uta" name.

As author of RFC5424 and related work, I strongly support the adoption
and will work with the WG to provide further input as far as possible
(I am not a crypto expert). I appreciate this effort.
