I was able to get UHD 4.1.0.5-3 installed after removing the ppa.

One other datapoint. I have a separate machine, intel NUC running dragonOS
which comes with gnu radio pre-installed with uhd drivers. I’m getting the
same result on that machine as well. It is also using 4.1
