Please check whether there is enough RAM in the machine to accommodate the
heap size you specified for that tomcat instance to start with. I suspect
that you dont have enough ram to accommodate that heap size, which causing
the java vm to fail to initialize.

tomcat didn't want to start without the Xms (or Xms0m).
