Sorry for the comment.. Ultimately it was my fault because I left out the
distributable tag from one the web.xml.
Sorry for the noise, one of the web.xml did not have the tag :(
Now it is working fine.

- Uncommented the Cluster tag
- added jvmRoute=tomcat(x) to the Engine tag where x member of {1,3},
