Usually the problems occurs when u r not configured the webapp
classpath corectly.There can b other reasons also, I am not so
familiar with windows and donno wat's the exact problem

You might find my answer irrelevant, but why are you still using
Tomc
which windows version u r using?
Usually u can right click on start->controlpanel-> system
select the ADVANCED tab then click the environmental variables at the
bottom and enter ur calsspath and all
