I did have a hosts file in my Drivers/etc so here it is. I added the 199.9.9.99
# 38.25.63.10 x.acme.com # x client host
127.0.0.1 localhost
199.9.9.99 devSite

Yes, put an entry for your desired name in your hosts file.
How do expect that it will resolve the name dev without DNS? you can try
using an IP address if you don't have DNS server.
