I tried to give the system property in three ways
a) set org.apache.jasper.compiler.Parser.STRICT_QUOTE_ESCAPING=false
b) ant -Dorg.apache.jasper.compiler.Parser.STRICT_QUOTE_ESCAPING=false
c) in the build.xml
But it does not work still.
Error message is as follows:

Actually our code base too huge to modify this quotes thing!
So we want to disable this validation?
But I do not understand how I can make the compiler ignore this
validation.
We use precompiled JSPs.
