You mean conf/[engine]/[host]/[webapp].xml? This is just "standard"
deployment descriptor stuff:

The Gentoo Linux packaging of Tomcat does a nice job of laying out
separate CATALINA_HOME and one or more CATALINA_BASE trees, if you'd
