you may get better results by putting some extra rules in.
I use alot of rules from www.ruleemporium.com and also the www.surbl.org
URI RBL's as well.
as to the relay question, besides milter/mimedefang there is also
MailScanner (which I use on my relay) and amavis-new which work well
