What version of SA are you using? That rule will only work under SA 3.0.x. It's not compatible with earlier versions, including SA 2.6x with the SpamCopURI patch. If you're using 3.x, make sure you've got the URIDNSBL plugin loaded and working in the first place before you add the JP rule. For
