This is a known bug... I got caught up in it too.
Searching in the list archives, I overcame this bug using the last nightly ISO:

I've done this procedure and was able to re-integrate the hosts
(ovirt-node-ng-installer-4.5.5-2023113015.el9) into the cluster quite easily.
However, at the end, you still have a hosted-engine that is EL8. How do you
upgrade the hosted-engine to EL9?

I have QLA2692 HBA's that are no longer maintained... In the RHEL
documentation it says that support may be removed in 'future' versions of RHEL.

We've had a similar experience after changing a network card our hypervisor
nodes. If you use NMCLI to affect the changes like mentioned above, the
hosted-engine will revert to the old settings upon a reboot of the nodes...
The only way to get around this in my experience is to make the network
