I, too, came across this issue with the same config.
3-node oVirt HCI with engine on gluster & guests on ceph (posix)
changing the hosts to permissive alleviated the lack of migration functionality
but that's a workaround, not a solution and not something that should be
accepted as long term.
I know this is old/dated, but I recently came across a similar situation and
was able to resolve it. Thought I'd share my steps in case it helps someone
else.
In my environment, I had a 4 node cluster and the apache cert (and host certs)
had expired. The hosted-engine cert was still valid.
