You should be able to adjust the keyboard layout within your preferred desktop
environment. You do NOT need to start Xorg

I use OpenVz on proxmox virtual server.
I've trouble with startingup xorg server on the openvz container.
I have in OpenVz configuration file:
CAPABILITY=" NET_ADMIN:on NET_RAW:on SYS_ADMIN:on"
But Xorg not startsing up.
here log of Xorg:
