I really don't understand why these scams, and spam with them,
aren't "necessarily and sufficiently" addressed by the
appropriate authorities.
Isn't there suitable legislation to combat fraud? Shouldn't
elected politicians be accountable for ensuring fair business
practices on the Internet?

These are extremely low priority for enforcement agencies.

I have just updated my mac. I was running Snow Leopard OS X 10.6.8 and updated

Do you mean, that you no longer have Times New Roman installed? - you can
check either using FontBook or you can look in /System/Library/Fonts.
Assuming that is not the case and you have not removed Times New Roman from
your system, and from what you further describe, it may simply be that the

used SELECT ALL then used a different font and it all came back. Thank you all
