I forgot to mention that I’m using OpenOffice on FreeBSD. The icons themes
are in tar archives, but OpenOffice does not seem to recognize them, when
placed in “config” folder.

As far as I know icons in windows apps are compiled into executables or
DLLs. It's unfortunately not a drop-in replacement like changing JPGs or
BMPs in a subfolder.
