Once the connection was made, I ran a command: create database dbtest
It works!
Now testing on NB 9.0 beta build 413 on Windows and MacOS.

method being used. I tested this with NB 8.2 and now about to test it

I have just run MySQL_Upgrade as you suggested, and have restarted MySQL and
NetBeans. But unfortunately, the result is the same as before.
Yet I know that table 'mysql.plugin' does exist.

9 because "Oracle Java 9 has reached end of life".

FYI: Both those Jenkins jobs build from the same branch.
The only difference I see is some different ant targets being used, so
you'd see the same issue in the latest of each build since their from
roughly the same codebase.
