Yes, this is the behavior defined by the MPI standard. More precisely,
section 8.1.2 of the MPI 3.1 standard clearly states that the predefined
attributes only exists for MPI_COMM_WORLD.

By any change, did you manually edit 'configure' and remove that line
PACKAGE_VERSION=3.1.0
or even replace it with
PACKAGE_VERSION=
would you mind running
md5sum configure
and post the output ?
note you did not configure --prefix=/.../, Open MPI will be installed in
/usr/lo
