There appears to be a bug in the following files bundled with version
2.1.2.
config/opal_setup_wrappers.m4
configure
This relates specifically to the following line
$OPAL_TOP_BUILDDIR/libtool

this has been fixed from v3.0.x, but has never been back-ported into the
v2.x branch.
i will issue a PR to fix this
